Текст · часть 1 из 3

The Northfield District Council has recently released a public consultation summary regarding the proposed establishment of an International Dark Sky Reserve across the western uplands. Under the draft policy, a mandatory lighting curfew would take effect from midnight until dawn, requiring commercial premises, public monuments, and illuminated billboards to switch off non-essential external fixtures. Environmentalists and regional astronomers have strongly endorsed this initiative, arguing that severe light pollution has degraded nocturnal ecosystems and disrupted critical stargazing observations. If ratified, the reserve would not only restore biological rhythms for vulnerable wildlife but also stimulate specialised astro-tourism throughout the off-peak winter season.

Вопросы

Вопрос 1:

What is the primary objective of the council's proposed lighting policy?

Показать перевод

Какова главная цель плана освещения городского совета?

To generate municipal revenue by penalising businesses that operate late at night.

To establish a Dark Sky reserve by restricting non-essential nighttime lighting while addressing local needs.

To permanently eliminate all public illumination across rural transport routes.

To subsidise high-intensity floodlighting for agricultural enterprises during harvest.

Nevertheless, the consultation document reveals substantial resistance from the farming community and logistics operators, who maintain that blanket restrictions could jeopardise operational safety. Agricultural representatives argue that seasonal night harvesting and lambing frequently necessitate high-intensity floodlighting during autumn and spring. Should the council enforce uncompromising curfews without streamlined exemptions, agricultural workers might face hazardous conditions while operating heavy machinery in dense darkness. Furthermore, freight companies have expressed apprehension that unlit rural loading bays could heighten the risk of workplace accidents, leading them to lobby for permanent sector-specific waivers.

Вопросы

Вопрос 2:

Why are agricultural representatives hesitant to support the draft policy without exemptions?

Показать перевод

Почему представители сельского хозяйства не спешат поддерживать план без исключений?

They believe seasonal tasks like harvesting and lambing require bright illumination for nighttime safety.

They want the Dark Sky reserve to be relocated to an adjacent municipal district.

They are unwilling to upgrade their indoor machinery to meet international standards.

They fear the mandatory curfew will prevent astro-tourists from visiting rural farms.

Transportation safety advocates have also voiced measured concerns, insisting that strategic junctions and accident-prone corridors must remain adequately illuminated to protect motorists and pedestrians. In response, municipal planners have proposed introducing adaptive motion-sensor streetlights and fully shielded, warm-spectrum luminaires instead of total blackouts on primary routes. As the forthcoming public hearing approaches, local stakeholders are encouraged to present balanced submissions that weigh astronomical preservation against legitimate economic and safety demands, ensuring that targeted exemptions do not entirely undermine the reserve's core conservation objectives.
