To: Members of the Highfield Allotment Cooperative From: Steering Committee Subject: Proposed Apiary Regulations and Buffer Zone Policy Ahead of next month’s ballot, this advisory memorandum evaluates the contentious motion regarding managed beehives across our urban allotment plots. Proponents emphasize that honeybees enhance crop yields through pollination; nevertheless, recent ecological surveys suggest that an overconcentration of managed hives may inadvertently jeopardize solitary wild bee populations by depleting scarce nectar sources.

According to ecological surveys cited in the memorandum, what is the main risk of keeping too many managed hives?

备忘录引用的生态调查指出，蜂箱过多的主要风险是什么？

They harm wild solitary bee populations by competing for limited nectar.

They spread destructive parasites directly into neighboring vegetable plots.

They reduce overall crop pollination rates across the allotment.

They discourage gardeners from planting native flowering plants.

Furthermore, legal advisors have highlighted potential public liability caveats if hives remain situated near shared pathways. Were an unmanaged swarm to sting a visitor, the cooperative could be held legally liable. To mitigate this risk without imposing an outright ban, the committee proposes establishing mandatory ten-metre pollinator buffer zones planted with native flora around all existing apiaries.

问题 2：

Why is the cooperative concerned about apiaries located close to shared paths?

合作社为什么担心靠近共用小路的蜂箱？

Bees might damage the structural fences lining the pathways.

The cooperative could face legal liability if a visitor were stung.

Paths become too congested when beekeepers harvest honey.

Path maintenance disrupts the feeding cycles of the bee colonies.

问题 3：

What does the steering committee recommend instead of a complete ban on apiaries?

理事会建议用什么来代替全面禁止养蜂场？

Relocating all hives entirely outside city boundaries immediately.

Restricting bee ownership exclusively to certified professional farmers.

Establishing mandatory buffer zones, colony registration, and safety training.

Limiting plot visits to hours when bees are least active.

Should this compromise measure pass, beekeepers would also be required to register their colonies and attend an annual safety briefing. If we adopted these balanced guidelines, our community could preserve urban biodiversity while safeguarding both allotment holders and visitors. Please review these recommendations carefully before casting your ballot at the upcoming extraordinary meeting.
